According to this official map (https://ville.montreal.qc.ca/siteofficieldumontroyal/limites-administratives), Mount Royal Park is mostly in the Borough of Ville Marie (downtown Montreal), but parts of it are in the City of Westmount and in the Borough of Plateau-Mont-Royal.
